The 36-year-old hasn't competed since losing to American Mackenzie McDonald in the second round of the Australian Open in January in straight sets.
Carlos Alcaraz, the second-ranked player in the world, has also left Monte Carlo.
The Spaniard, who is vying with Novak Djokovic for the top spot in the world rankings, is dealing with hand and back difficulties.
Alcaraz, who was defeated, said: "After two months overseas, I am pleased to be back home but unhappy because I concluded my last battle in Miami with bodily agony."
