What you've posted is contrary to what i have read about lay betting. Lay betting is just betting opposite to what people believe might happen. Just like netting against a good team that everybody believe will win.

I quite understand the explanation given by @jidemania than the one above. Based on the above explanation, laybets do sometimes occur when the bookmakers attempted to play on the bettors sentiments by arranging some fixed matches.
