Application for sports betting from MGM Springfield is accepted by Massachusetts regulator.

The late Class 1 sports gambling petition for an on-site bookmaker from MGM Springfield has been approved by the Massachusetts Gaming Commission (MGC). The company met the deadline of November 21 by two days, but it payed the $200,000 registration fee on time.
By the timeframe, the regulator had received 15 applications from sports betting operators. Prior to the Super Bowl, Massachusetts will legalize sports gambling in-person. In March, just in time for the basketball tournament, Massachusetts will legalize sports betting online.
 
No wonder, the first world countries don't allow frivolity. You can't operate any business in that countries without seeking approval from both federal and state governments.
This is part of generating internal revenues for the states. If your approval is not granted, then you cannot operate there.
