Australia pushes age classification for gambling games and loot boxes

Beginning in September of next year, games with simulated gambling will need to be rated for players over the age of 18, and loot boxes will include a mature advisory.
Modern video games that are widely played often include loot boxes. Players can open, unlock, or break a loot box in the feature to obtain a random prize. This activity resembles a game of chance. As part of significant laws that will go into effect in September of next year, Australia is the most recent nation to make changes relating to loot boxes.
 
I think regulating games with gambling elements like loot boxes is reasonable to protect young players. While it's fun to unlock random rewards, it could promote gambling habits if aimed at minors. If rated 18+, players will know what they're getting into. Developers still have options for bonuses without risking legal issues or harming impressionable fans.
 
Where I fault this is how it would be implemented. Rating a game 18+ doesn't stop underage kids from accessing the game. Is there like a provision for the game to be made inaccessible for these minors?
