Brazil makes progress in seeking land-based gambling reforms

A bill to legalize horse racing, bingo, and casinos in Brazil has advanced toward becoming law.

The bill would permit the construction of one casino in each state and the Federal District, as well as the legalization of opulent resorts and hotels with at least 100 rooms.

Minas Gerais, Rio de Janeiro, Amazonas, and Pará would each be permitted two casinos, while São Paolo would be exempt and able to have up to three.

Prospective operators must demonstrate that they have a minimum paid-up share capital of at least $15 million. The accreditation will be valid for 30 years and renewable for an additional five years.
