Yea, anyone can own an online casino but you just need a very capital to start it up, if you're starting up an online casino you'd need cash for programmer who would build the website, casino websites hosting is the costliest and maintenance will be an issue.

Yes , a casino site can actually been own by anybody or any citizens as long as you have enough money to cope up with it,beside I haven't seen any constitution that says casino can not be own by Native American.

I believe so. I think that any individual is eligible to build a casino provided that they have enough capital and favourable documentation which can give the green light for establishing such an enterprise
