Can a store refuse to cash a lottery ticket?

There is this a person I know who just emerged as a winner of a raffle draw. He has his ticket on in intact and is not ready to cash out. Just of recent events to a retail store in order to cash out his ticket and they refuse it.

The question I want to ask you guys is that can a store refuse to cash a lottery ticket? I'll be gladly to read your comments below.
 
They might refuse to cash him the lottery ticket for some particular reason, maybe because he's not the rightful owner of the winings ticket or he made some mistake during registration online about he's personal details or information that's just it
 
If you're following the rules and regulations of receiving winnings through the lottery ticket. I don't think that that it should be neglected and should not accept it. It is definitely going to be accepted quite alright.
 
One can be rejected a cash out even with a winning ticket for various this will be because of the reason that the lottery company believe they shouldn't psy for such. So the person needs to find out the reason and sort out things with them to cash out.
 
It is very possible for a store to refuse to pay a certain amount of money because there is a limit at which the local store can pay and if your winnings has exceeded such an amount, then you will need to go to the company's head office.
 
Yes I have seen one with a winning ticket not being able to cash out money with a winning ticket. This wasn't like there was anything wrong with the ticket it just that the lotto location didn't have enough money to pay . So the gambler was referred to their head office for payment
 
This is why there is usually lottery boards along every country and state so that they can be able to protect people like this. A lot of these companies usually don't want to pay out high winnings.
 
Yes, the store may not have the necessary equipment or training to verify the ticket and pay out the prize. Also, the store may have a policy against cashing lottery tickets for safety or security reasons.
