Gambling should be fun and exciting,best enjoyed with friends .if it becomes an escape during depression or hard times ,its more likely to become a problem.so, enjoy gambling during the good times ,but don't fall back on it to solve your issues when times are tough.

One of the question I will likely to ask every member of these forum is that,can I actually gamble responsibly by gambling during the good times.

We need to check our mood before we bet. There are sometimes that we are being controlled by our moods. So if our mood is not good, we should not be playing bet. This is because we may be affected with the result of the games.

I just understand what you meant by good time. Because I was thinking gambling don't in anyway has good time to play.
Anyway, the essence of what the poster meant here is that player must gamble when his mind is stable. That's when he's not under depression or alcoholic influence.
