it is being said that a person cannot remain anonymous to claim lottery winnings. the only option left for a shy person is to have someone else claiming the winning for him or her.

I don't think that can be done but since lottery sometimes usually offer lottery tickets to their customers it is impossible for the company to identify the original player so if you can get their lottery tickets you can claim their winnings.
 
I don't think is possible for another person to claim your lottery winning, that's will be very hard to happen, i haven't heard of it before and even if it's going to be possible special measure are going to be taken so as not to give the wining lottery ticket to the wrong person
 
It can only be done through your consent. This is because you have to certify the person and even have to alert the lottery company before this is done. If not, there is tendency that the company may not allow this to happen.

one thing I know is that most of the lottery games usually require someone to buy tickets offline. At the end of the raffle draw the winner will be announced publicly. So the person might be shy so it can be a good option to send the lawyer.

An individual who was won the lottery cannot have someone else claim their winnings on their behalf because the gambling agent would first ask for the appropriate means of identification and if this does not match with your facial composition, they are hesitant to hand over the funds
