The Horseracing Integrity and Safety Authority is being sued by the New York Racing Association and Kentucky Derby owner Churchill Downs Inc for threatening to shut their racing operations if they don't pay almost $5 million in fees. The racecourse operators contend that their constitutional rights have been violated by Horseracing Integrity and Safety. According to the case, the plaintiffs have been given 20 days to pay the fines by Horseracing Integrity and Safety, the national racing regulator. According to the lawsuit, they will not be allowed to offer racing after that date for any day the payment is late.
