Indeed, casinos are well aware of the payout statistics for each slot machine. If a machine begins paying out at a rate far above the designed average, the casino will typically remove that slot from service.
While the odds will always remain in the casino's favor over the long run, there is an element of chance in the short term that on occasion may see a machine pay out more liberally than expected. When this occurs, the casino stands to lose money on that machine until it is recalibrated or replaced altogether. No legitimate casino operation wishes to see a ruinous losing streak on any one machine, so thresholds are set to ensure the games remain profitable. The house always wins in the end, but they aim to win by degrees, not be forced to close down overnight.
