Currently, I am not aware governmental position about starting a lottery scheme. However, I do know that there are many lottery schemes in my country that have been in existence for a really long time. I would definitely need to consult a lawyer in this regards. However, let's suppose that if I start a legal and legitimate lottery scheme in my country, is there any chance that I would be prosecuted in the court?

Yeah, you will need a licence or government permission before you can start a lottery scheme, without you obtain your license from the regulated administration for you to operate will be very difficult, until you collect your license before your site can be legit
