Definitely they are based on luck and random probability if any person has the luck in their favour they can indeed will any amount of prize if it is their lucky day but most of the time the results are pretty much random and therefore we cannot actually predict or say that anyone will be getting the prize in the lottery events because it is highly random and therefore any person can win it actually indeed
