Do you think that the payout percentages vary depending on the casino's location?

Hello everyone, I think all casinos should pay out the same no matter where they are. I have noticed over the years that casinos located in different regions seem to have different rates of return on their games. Do you notice this pattern too? Does it really depend on the jurisdiction and rules of that location or are some casinos just programmed to payout less? I would like to hear what you think.
