Even if the age is forged, there is a way of knowing an 18 years person with the appearance. They should start asking random questions on how he will spend the money. The answers will justify that he's not mature.

I believe that raising the age requirements for gambling could go a long way to clamp down on young ones basically starting life with this activity. It also reduces the risk of addiction slightly because an individual will gamble less times

It will surely go a long way but at the same time, I think they always find their way put. Those underage children will go to gambling shops to drop their betting codes so I think that will not prevent a lot of people from gambling.
