I think it's a mix of both. In table games like roulette and slots, luck plays a bigger role since the outcomes are mostly random. But in card games and some specialty casino games, skill such as knowing the probabilities, game rules and strategies provide an edge to skilled players over time. Casinos know this which is why they put a house edge on every game. Still, I believe a cool, rational and disciplined mind with basic strategic skill can beat luck and house edge on a good day.
