Finnish Institute for Health and Welfare warns against gambling reforms

According to the Finnish Institute for Health and Welfare, there is a high probability that when the government breaks up the state-owned monopoly, there will be more harmful gambling.

A bill that the government has introduced intends to dismantle the Veikkaus monopoly, restructure the gaming industry, and establish a model of competitive licensing. It is anticipated to go into effect in January 2026.

The operator intends to split its online gaming business from its lottery and land-based slot machine businesses as part of these adjustments.
