The four commercial casinos in Virginia that were approved in November 2020 via a ballot referendum are being followed by HeadWaters Resort & Casino. This Monday, the tribe informed the city that it has revised the project since then. The Pamunkeys and Yarbrough now intend to build the $500 million attraction in two phases as opposed to a temporary casino while the long-term resort and gaming facility is being built.
