Illinois legislators propose online casino legalization with cannibalization prevention measure

In order to legalize online casinos in the state, Illinois lawmakers have submitted two companion bills that would establish the Internet Gaming Act.


Operators could offer up to three skins and would have to pay $250,000 for an initial license. While Rush Street Interactive, the company that owns BetRivers, has its headquarters in Chicago, Caesars has several retail casinos throughout the state.

A quarter of adjusted gross revenue from online casinos would be subject to taxes, with all proceeds going to the State Gaming Fund.
 
While online casinos could generate substantial revenue and offer convenience, the potential impact on brick-and-mortar casinos and the increased risk of problem gambling are significant concerns. The effectiveness of the cannibalization prevention measure, robust responsible gambling programs, and strong regulatory oversight will be critical to the success and overall benefit of this initiative.
