Is it really possible to develop an application that could predict roulete game?

It is really not possible to develop an application that will predict the roulette games, but I am wondering if it's going to be possible because there are a lot of things that need to be put in place to make predictions and developing an applications may not do the job because the roullete is indeed a game that is based on luck and not by any kind of predictions.
