Is playing 22 a flat calling hand or a gambling hand?

Players, 22 is a tough hand to decide. Some argue like me that 22 should only be a call since there is no straight or flush potential, making it easy for opponents to play aggressively against. Others feel the high cards bring chance of a winner, making it a gamble rather than a flat call. What do you think? Is 22 often a losing call or sometimes a surprising winner at your tables?
