Shoe selection in baccarat is not a scam and is not illegal. According to the house rules, players are allowed to choose which dealer will deal them the cards and the order of selection of players permitted to remove cards from the shoe. This practice is not considered to be a form of cheating, as the players are not manipulating the outcome of the game in any way.
