Lotto winner fined £8,000 for obstructing a public pathway to prevent dogs from urinating in the garden

A man who won a lottery got fined because he blocked a path near his big house to keep dogs from messing up his garden. Mark Skuse and his wife won £120,000 two years ago.

They spent a lot on security to protect their property. The council fined him £8,000 for blocking the path.

Although some neighbors understand his situation, the council says public paths are important and must stay open.
