In an effort to revitalize the troubled reclaimed islands, Malaysia is considering allowing a casino to operate as part of the $128.5 billion Forest City project in Johor.

According to people with knowledge of the talks, one idea for the Johor-Singapore Special Economic Zone is this kind of development. The zone is intended to be an integrated hub for trade and investment that will facilitate the flow of people and goods between the two nations.
