The Michigan Gaming Control Board's cease-and-desist letters keep arriving in a parade. The most recent ones were aimed at the gaming businesses Ace23 and Ace Per Head in Costa Rica. The letters gave the operators notice that the state thought they were breaking Michigan law and gave them a deadline of 14 days to stop doing business in the state.
Both of these businesses operate as so-called "agents." In essence, the websites give individual bookies a framework to launch an online betting business. While it provides the framework and assistance needed for bettors to fund their accounts and place wagers, it is the responsibility of the bookmaker—not Ace23 and Ace Per Head—to guarantee payouts and offer financial support.
