Virginia Gov. Ralph Northam has signed a bill into law that permits the online sale of state lottery tickets, which the fiscal estimate suggests could generate $12 million in annual state revenue. A participant will be allowed to purchase the ticket online through a computer, a smartphone or other electronic equipment when the Virginia Lottery gets the new process of sales fully operational. However, the $12 million estimate makes the assumption that the new sales won't have an impact on sales at conventional lottery locations. The new sales and technique of acquisition also may end up causing the Virginia Lottery to recruit more workers, which could lead to significant costs.

It's interesting to see Virginia taking steps to modernize their lottery system and offer the option of online sales. It's possible that this could boost revenue for the state, though it's hard to predict how much exactly.
