Its passage has been delayed twice, the second time being the much-awaited Senate vote on Brazil's sports betting bill. The recent inability to vote on this historic bill was caused by some senators who were not present because they were at the UN climate conference in Dubai. Over a hundred changes have been made to this problematic bill since it was submitted to the Senate.
