New York governor remains reluctant to expedite casinos

This week, a prominent Democrat in the New York State Senate stated that the governor continues to resist legislation that would hasten the issuance of the three downstate casino licenses that the legislature approved in 2013.

Slot machine and live dealer table game licenses were created by the 2013 gaming bill, with three downstate and four upstate. Since then, the gaming privileges have expanded to include sports betting.


There was a 10-year ban on the issuance of downstate licenses attached to the casino package. In order to provide the upstate properties with time to establish their clientele free from competition from the downstate, a delay was imposed.
