Norfolk Casino back to single-phase construction timeline

Following some ambiguity surrounding the timeframe for the property's completion, the HeadWaters Resort & Casino casino development in Norfolk is reportedly back on track. Through a local ballot referendum during the 2020 presidential election, Norfolk voters approved the $500 million HeadWaters project. The Pamunkey Indian Tribe and millionaire gaming industry veteran Jon Yarbrough made the casino proposal. The developers revised the schedule in early July to incorporate two phases for HeadWaters, which was originally intended to be a single-phase development project.
