The biggest prize from a scratch-off game was won by a single mother last week, and the Pennsylvania Lottery gave her a commemorative check for $1 million. Diane Babbin of Westmoreland County won a top prize of $1 million in an instant game, and the Pennsylvania Lottery invited her to a celebration at the retailer where she purchased the winning ticket. Officials from the lottery greeted Babbin warmly on Wednesday and gave her a check at the SHOP 'n SAVE where she purchased the winning ticket. Additionally, the shop gets a $5,000 commission for selling it.
