Petersburg casino legislation faces unexpected setback

Declaring that a second vote is not required to establish Petersburg as the fifth casino-host city in Virginia, the governor of Petersburg has returned a bill to the General Assembly with a recommendation to amend the law. Though there are some worries about this move, it shouldn't have an impact on the bill's anticipated success.

The governor hopes to guarantee that the bill passes the legislature without incident and is presented to Petersburg voters in November by making changes to it rather than vetoing it.
