Rockingham residents sue state for re-zoning casino allocation

Rockingham County landowners have sued county commissioners, claiming they disregarded basic legal requirements when rezoning 192.7 acres of property intended for a casino.


The Rockingham Board of County Commissioners unanimously granted rezoning permission in August to NC Development Holdings, a Maryland company connected to The Cordish Companies. Casinos under the Live! brand are run by Cordish in Pennsylvania and Maryland

Seven plaintiffs, led by Camp Carefree, a free summer camp for kids with chronic illnesses and disabilities that has been operating for almost 40 years, are suing the county, claiming that the local authorities made a mistake in approving the rezoning application. The lawsuit further alleges that NC Development Holdings neglected to offer a thorough justification for the suggested rezoning.
