Spending caps could lead to an increase in the illegal market, according to 67% of UK gamblers.

In a recent YouGov study conducted for the BGC, 67% of gamblers said mandatory betting spending caps run the danger of encouraging more individuals to use unlicensed websites, and 64% said more people using illegal websites would cause a rise in gambling rates.
 
Hmm!. If spending cap as introduced by the law could still lead to to an increase in an illegal market, then tell me what measures government should take in order to limit the excessive spending on gambling?. Government is doing this in order to prevent addiction among the youths in the society.
