The state lottery and a local judge have given their approval, bringing a casino referendum in Richmond one step closer to the November ballot. On Tuesday, the Richmond Circuit Court issued an order approving the ballot question for the November election, according to the Richmond Office of Elections. According to the project's sponsors, that action followed the Virginia Lottery's approval of a preliminary proposal to develop the casino last week. In the upcoming weeks, according to the project's developers, a fresh design and concept will be revealed.
