What are the chances of the dealer having a low card when they show a 10?

When the dealer shows a 10 as their up card, what are the chances they have a low card hidden that could result in a dealer bust? In my experience as a seasoned casino blackjack player, I'd estimate the dealer has around a 35% chance of a 16 or less from that up card of 10. However, you must remember that calculations vary based on the number of decks in use and other house rules so the true odds may differ at your table. What do you think? I'd love to hear from other players on their thoughts and experiences.
 
Assuming that the dealer is playing using basic strategy, they are required to hit until they reach a total of 17 or more. There are 16 out of 52 cards in a standard deck that have a value of 10 (four each of 10, Jack, Queen, and King), so the probability of the dealer having a 10 as their face-up card is 16/52 or approximately 31%.
 
The 5 and 6, along with the 4, are the worst cards for the dealer. The dealer has a forty percent chance of busting when they show a four, and a forty percent chance when they show a five or a six.
 
I Feel the 5 and 6 are considered to be weak dealer cards in blackjack because there is a higher likelihood of the dealer busting with these cards. The 4 is also considered a weak card for the dealer because it increases the chances of the dealer hitting a stiff hand (12-16) and potentially busting
