For a roulette wheel to be considered fair and balance, manufacturers aim for extremely tight tolerances on things like the drum's circularity, the evenness of the wheel's surface, and the rigidity of the supports. The drums are made to be as perfectly circular as possible so that no spot lies farther from the center than any other. The spinning surface is made ultra-smooth and flat to minimize friction differences. And the suspension is rigged to provide an even and steady spin. Those types of extreme precision requirements mean that any minor deviations that could slightly favor some numbers over others are minimized from the get-go. So while minor biases may theoretically be possible, manufacturers do everything they can to rule out any significant bias from the wheel's construction and engineering.
