This is a great question? Since it is an algorithm which is run on a random number generator software, I would be hard pressed to declare that this is the case. However, these gambling stakeholders could pull anything off, to be fair.

definitely if some numbers are not coming up for a long time then it is almost sure that they have very less chance of showing up anything ever that is why such numbers should be avoided as much as can possible to be honest actually indeed

Some people could see statistics of previous rounds and determine easily these numbers. I do not say all previous rounds but even the last 6 or 7 previous rounds could give you an idea of which numbers are drawn or the margin if it is a daily lottery pool for example. This is how things operate.
