HOI is hold 'em odds in poker, also known as equity or implied odds. It's about estimating how likely you are to make the best hand in a given poker pot by the time the action gets back to you.
Some players rely too much on HOI, indifferent to pot odds and outs because they're convinced their hand is nipping at the bit to become a favorite. Me, I try to balance the math. HOI tells you how much steam your hand's got left to improve into a winner, but pot odds actually put money on the line to influence my decisions.
Outs are outs, but I also need a pot big enough to justify calls when I'm behind on a draw. HOI's a tool, not a guarantee. I've seen too many players get sucked intopots with lots of HOI but little else, only to end uparai in jams they never should've been in with trash like a gut-shot-to-the-nut flush draw.
