What is the best strategy for a hard 13?

I want to know the best way to play when dealt a 'hard 13' in blackjack. In my experience hitting creates more problems than it solves for this starting hand, but staying also feels risky. What do you recommend? I aim to reduce the house edge as much as possible so prefer low risk, profitable strategies. Looking to hear from other experienced blackjack players on their opinions.
