In the context of poker, a "blind" is a forced bet that is posted by the two players to the left of the dealer button before any cards are dealt. The "live" part of a live blind simply means that the player posting this bet is doing so without having seen any of their cards yet. This is different from a "dead" blind, where the player posting the bet has seen their cards before doing so. In some poker game variants, the terms "small blind" and "big blind" are used to refer to the two different amounts that the live blind players are required to post. The purpose of blinds is to create a pot for players to compete for, as well as to encourage action by forcing players to put some chips in the pot before the hand is dealt.
 
A live blind is an active bet that the player who posted it can still act with, as opposed to a dead blind, which is a passive stake that only serves to keep the pot active. The player who posted the blinds can raise live blinds, but not dead ones.
