Most times, government may sue the owner of such website to the court of law where he may be fined and even sentenced. Some of them are made to repay the money they have swindled from their customers.

Yeah I believe quite well that most times the government usually take strict decision regarding their operation , they usually impose more strict laws on their operation if discovered on their illegal practices
