Why are the payback percentages set on a long-term projection?

I still don't understand the reason why the payback percentages would be set on a long-term projection. I am of the opinion that the payback percentages should be set on a short-term basis so that we can quickly make the money out of slot machine. This is an important topic that needs thorough investigations and contribution.

The reason payback percentages are set on a long-term projection is because it allows for the natural variation that occurs in slot machine play. In the short term, the actual payout percentage may be significantly different from the machine's theoretical payout percentage.
