Why does the dealer shout "No more bets" in a roulette game?

"No more bets" is a term used in roulette to indicate that it is time for the customers to stop placing their bets. As a dealer, you can permit people to bet until you announce "no more bets" and every bet placed after this can be considered as a "late bet". This is a regular occurrence in most casino rooms and is mostly announced while the ball is still in motion during the roulette game. With that being said, why do the dealers shout this phrase in roulette?
 
When the dealer shouts no more bets by waving a hand at the roullete table, there is need to spin the wheel to determine where the ball Will land so you will know who wins and who lose. When bets are concluded then the wheel will be spinned.
