Why does the house edge have a higher advantage over players?

When the dealer should indeed hit a soft 17 rather than going to stand, she is more likely to bust, which is advantageous to the player. However, this benefit is more than counter balanced by the fact that whenever the dealer does not really bust, what could have been a 17 frequently becomes a higher sum that might also now outscore the player's hand. (A soft 17 is a bad hand for both the dealer as well as the player; hence, it is preferable for players to strike or dual down on soft 17).
