Roulette is a random numbers game, just like the lottery. It is purely on luck. But there is a wheel and a ball, so there might be an edge to be gained by the very best players.
How does the game of roulette works?.
Our job as players is to predict in which numbered packet the ball will land. Random numbers are by definition, impossible to predict. There is no skill in choosing which numbers to go for.
Casino ensures that all bets at the roulette (with one exception) carries the same house edge or chances. They don't care what you bet upon.

One of the major reasons why people talked about the roulette being a game of luck is because the roulette wheel is totally based on luck and you cannot determine where the ball will land using your skill.

Some people may also say that roulette is luck because they believe that the casino is always rigged in the casino's favor. This is not necessarily true. Casinos do have a house edge on all of their games, including roulette. This means that they are more likely to win money in the long run than players are. However, it is still possible for players to win money playing roulette, especially if they play for short periods of time and manage their bankroll wisely.
