Why Texas never wins Powerball?

There was an annual report given out by the powerball company and it shows that Texas is one of the cities in United States with less when is among others. Someone said this happen because people don't have much interest in lottery in the state.

One of the questions I want to ask you guys is that Why Texas never wins Powerball? I will be glad if anyone here can tell me the reason behind this.
 
While Texas has a large population and therefore a lot of players, the odds of winning the Powerball jackpot are 1 in 292.2 million. In other words, it's very unlikely that any one person will win the jackpot.
