Contrary to popular belief, baccarat was never actually illegal in Britain. It could be played for tokens or chips, as long as they did not represent actual money. However, in the late 19th century, there was a gambling scandal involving baccarat called the Royal Baccarat Scandal, which contributed to the perception that baccarat was illegal. In fact, the scandal centered around accusations of cheating during a private game of baccarat amongst aristocrats and members of high society. While baccarat itself was not illegal, cheating during the game was frowned upon and could lead to social ostracization.
