The TRUs at the casino were the source of the issue. Exact change was not provided by these machines. For any money left over under a dollar, they printed a second voucher instead. Gamers could insert this additional voucher into another machine or cash it in at a cashier's window. The plaintiff claimed that this arrangement violated Massachusetts gambling laws in addition to the casino's own policies. He claimed that by not paying out full cash payouts, it deceived customers.
 
The casino’s Ticket Redemption Units (TRUs) caused issues by not providing exact change. If the payout had any remaining balance under a dollar, the machines issued a second voucher rather than dispensing the full cash amount. This secondary voucher could be used at another machine or redeemed at the cashier’s window. The plaintiff argued that this practice breached both Massachusetts gambling regulations and the casino's own policies, as it deprived customers of complete cash payouts, potentially misleading them regarding their actual winnings.
