That is to say Zambia is not serious with its gambling legislation. Why causing confusion and conflict of interest among its disjointed ministries?. It should have just empower only an agency that would solely regulate the casino affairs.

Yes. I support your motion. But the problem we have in Africa is corruption. Why would the government empower different ministries oversee and regulating the affairs of certain entity. Is that not unseriousness from the part of the government?.

The fact is that the issue is not only in Zambia. Most African governments do not know where to stand when it comes to betting and gambling. They don't want to close the betting because of tax and at the same time, its effects is dangerous in the society

Many citizens and people from different nation have seen gambling as means of survival for example, imagine how you can make good amount of money with little cash this have caught the minds of the people, and the tax that government do collect from this gambling association is high so it will be difficult to shut down gambling or stop people from playing
