A Californian guy who claims to infrequently participate in scratch-off lottery games used his luck from a prior victory to cash out a million dollars. Vang Cha admitted to officials from the California Lottery that he often favors playing games with larger jackpots, such as the Powerball and Mega Millions awards, which have lately risen to over $1 billion.
